A New Chapter for Local Hydro Service: Transition from ELK to ENWIN

For the past several years, I have consistently advocated for improved hydro service reliability and infrastructure investment for residents in Kingsville and Cottam served by ELK Energy. As a member of the ELK Board, I did not have a role in the shareholder decision made by the Town of Essex to sell the utility. However, now that the sale to ENWIN was completed in November 2025, I am optimistic about what this transition means for our community.

One of the challenges facing ELK was the scale and capacity required to make significant infrastructure investments across the service territory. ENWIN brings greater resources, technical expertise, and long-term investment capability that I believe will benefit local customers through improved reliability and modernization of the hydro system. For Kingsville and Cottam residents who have experienced outages and ongoing service concerns, I am hopeful this marks the beginning of meaningful improvements.

As part of the Purchase and Sale Agreement, a new Windsor Canada Utilities Advisory Committee was established, and I was pleased to be selected as the Kingsville representative. The committee was created to provide ongoing communication and information exchange regarding the former ELK electricity distribution territory, including matters such as capital improvements, maintenance, operations, and system upgrades.

During our inaugural meeting, on April 10, 2026, we received an update on the condition of the hydro system within the former ELK territory and discussed many of the infrastructure improvements that are needed. None of these challenges came as a surprise, as I have been raising concerns about service reliability and investment needs for years. What was encouraging, however, was hearing about the work already being planned to strengthen the system and improve reliability for Kingsville and Cottam customers.

Reliable hydro service is essential for residents, businesses, and future growth in our community. I look forward to continuing to advocate for our residents and ensuring Kingsville’s voice is represented as these improvements move forward.
